Self-Declaration of Safety Confirmation

This is a system that allows a manufacturer or importer of machinery, apparatuses, etc. subject to self-declaration of safety confirmation to report to the Minister of Employment and Labor, after verifying whether the safety-related performance of the machinery, apparatuses, etc. subject to self-declaration of safety confirmation comply with the safety standards as per Article 89 of the Occupational Safety And Health Act.

Person obliged to report Article 89 (1) of the Occupational Safety and Health Act

  • A person who manufactures or imports any machinery, apparatuses, etc. subject to self-declaration of safety confirmation

Person exempt from report

Any person falling under any of the following subparagraphs may be exempted from such reporting.

  • A person who manufactures or imports for research and development, or who manufactures for export
  • A person who has completed safety certification as per Article 84 (3)
  • Excludes cases where safety certification is revoked or an order prohibiting the use of a safety certificate is issued as per Article 86 (1)
  • A person who has completed an inspection or obtained certification for safety under other statutes determined by Ordinance of the Ministry of Employment and Labor

Type Mixer Scope A device that stirs or mixes the contents using blades fixed on a rotating shaft This excludes the following:
  • A. Vessel rotation type that rotates the whole outer shell to mix the contents
  • B. Air current agitation type that mixes the contents using a spray device
  • C. Mixing vessel with a capacity less than 200L, or with a motor driving power less than 1kW.
  • D. Mixers for food use

Safety Inspection (Mixers)

Since 26 June 2026, mixers used at workplaces are subject to safety inspection. The employer using a mixer must have it inspected at the required intervals. Article 78 (1) 14 of the Enforcement Decree of the Occupational Safety and Health Act

Classification Mixer Scope Equipment that stirs or mixes contents with blades fixed to a rotating shaft,
excluding the following
  • A. Vessel rotation type that rotates the whole outer shell
  • B. Air current agitation type using a spray device
  • C. Drive motor capacity of 1.2 kW or less
  • D. Industrial mixers with an internal volume of less than 200 L
  • E. Mixers for food use with a vertical drive shaft
  • F. Closed structures that feed and discharge materials automatically so that persons cannot access them, etc.


Inspection interval Article 126 (1) 3 of the Enforcement Rule of the Occupational Safety and Health Act

The first safety inspection shall be conducted within 3 years from the date installation at the workplace is completed, and every 2 years thereafter.

Self-declaration vs. safety inspection

  • Self-declaration of safety confirmation : filed by the manufacturer or importer before shipment (motors under 1 kW excluded)
  • Safety inspection : undergone periodically by the employer using the mixer (drive motors of 1.2 kW or less excluded)
